About the Office of Workers' Compensation Programs (OWCP)

The Office of Workers’ Compensation Programs (OWCP) is a division of the U.S. Department of Labor that administers workers’ compensation benefits for federal and certain other employees who are injured on the job or develop an occupational illness. OWCP oversees several programs, each designed to serve a specific workforce population. Medina Nursing Services is approved to provide Home Health Agency services to clients covered under three OWCP programs.

Billing & Authorization Note: All services provided by Medina Nursing Services under OWCP programs are billed using the OWCP-approved billing form (OWCP-1500). All care is subject to OWCP authorization and program guidelines. Our team manages this process on your behalf.

Federal Employees' Compensation Program (DFEC)

What It Is

The Division of Federal Employees’ Compensation (DFEC) administers the Federal Employees’ Compensation Act (FECA), which provides workers’ compensation benefits to civilian federal government employees who are injured or become ill as a result of their job.

This includes employees of agencies such as the U.S. Postal Service, Department of Veterans Affairs, Department of Defense, and many other federal agencies.

As an approved OWCP Home Health Agency, Medina Nursing Services can provide authorized home health care services to DFEC-covered clients. This may include skilled nursing visits, wound care, medication management, care coordination, and other home-based health services as authorized by OWCP. Our team works directly within the OWCP billing and authorization framework to ensure seamless service delivery.

Energy Employees Occupational Illness Compensation Program (DEEOIC)

What It Is

The Division of Energy Employees Occupational Illness Compensation (DEEOIC) administers the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). This program provides compensation and medical benefits to current and former employees of the U.S. Department of Energy (DOE) and its contractors who developed specific illnesses — particularly cancers and beryllium-related diseases — as a result of exposure to radiation, toxic chemicals, or beryllium during their work in the nuclear weapons industry.

For clients approved under the DEEOIC program, Medina Nursing Services provides home health agency services authorized through OWCP. Many DEEOIC clients are older adults managing serious chronic or terminal illnesses related to their occupational exposure. Our team brings a compassionate, trauma-informed approach to supporting these clients and their families through skilled nursing care, symptom management, and coordination of care in the home setting.

Coal Mine Workers' Compensation Program (DCMWC) — Black Lung Benefits

What It Is

The Division of Coal Mine Workers’ Compensation (DCMWC) administers the Black Lung Benefits Act, which provides monthly cash payments and medical treatment for coal miners who are totally disabled due to coal workers’ pneumoconiosis (CWP), commonly known as “black lung disease.” This disease develops over years of exposure to coal mine dust and causes severe and progressive breathing difficulties. The program also provides benefits to surviving dependents of miners who died from black lung disease.

As an OWCP-approved Home Health Agency, Medina Nursing Services provides services that are authorized and covered under the applicable workers’ compensation program.
